Angela Parker’s role as head of the Collaborative’s Southeast practice is supported by over thirty years of experience in community development, urban planning, public works, and transportation. Her work has focused on comprehensive and small-area planning, capital improvement planning and programming, zoning, and development plan review.

Prior to joining the Collaborative, Angela served as Director of Public Works for the Fulton County Department of Public Works, where she was responsible for the Water and Wastewater, Solid Waste, Transportation, Stormwater and Engineering Divisions. As Director, she oversaw a staff of 350 employees and managed an annual operating budget of over $80 million.

Angela joined the Collaborative in 2011 to serve as Community Development Director for the firm’s contract in support of the City of Sandy Springs. In her role as Community Development Director, she oversaw comprehensive planning, development plan review, construction inspection and code enforcement. She was responsible for ensuring that development occurred in a way that was consistent with the community’s quality-of-life, economic and environmental priorities.

In recent years, Angela has led a range of key Collaborative assignments in the Atlanta area, including overseeing two Atlanta BeltLine Subarea Plan updates, managing the development of the City of Tucker’s first comprehensive plan, and helping lead an update of the Atlanta West End Livable Centers Initiative Plan.

A notable example of Angela’s work is evident in her role overseeing the development of the Johns Creek Environmental Campus. Recipient of Engineering News Record’s “Best of the Best Award” for 2010, the new $138 million, 15 MGD reuse quality wastewater treatment plant deployed state-of-the-art membrane bioreactor technology and is one of the first plants of its size using this technology in the nation. Water is reused for irrigation, bathrooms and fire protection, and onsite bio retention ensures stormwater runoff is pollutant free. The campus also incorporates an educational facility with a lecture hall, classroom and teaching lab that allows area students to learn about the wastewater treatment process and water quality management issues.

Angela holds a degree in Landscape Architecture from the University of Georgia.
